| DESCRIPTION: |
Chapter 2 of the Mental Health Code sets forth the nature and requirements of community mental health programs and Chapter 3 defines the financial responsibilities of the state and the counties for these services. Community Mental Health Service Programs (CMHSP) are provided under one of three arrangements:
- a county community mental health agency which is an agency of the county;
- a community mental health organization which is a separate government entity created by two or more counties under the Urban Cooperation Act; and,
- an independent community mental health authority created through an enabling resolution adopted by the board of one or more counties.
There are currently 49 community mental health agencies operating under one of these arrangements covering all 83 Michigan counties.
Local Boards and Authorities must provide the mental health services and services for the developmentally disabled appropriate to the conditions of individuals located in their geographic area.
In general, counties are financially responsible for 10% of the net costs for persons within their jurisdiction with net being defined as costs less those amounts paid by Federal, private and/or insurance funds. (Local amounts are not included here.) |

ALLOCATION/ DISTRIBUTION: |
Medicaid funds are allocated on a capitation basis. Non-Medicaid funds are distributed on the basis of a formula that accounts for both the number of persons served and the relative acuity of their conditions. |
