DESCRIPTION: Funds are provided for substance abuse testing and treatment. Treatment includes both outpatient and residential settings. A residential program is provided at the Cooper Street Correctional Facility in Jackson, Michigan for prisoners nearing their earliest release date. Minimum-security prisoners are part of a "therapeutic community" at Cooper Street followed with aftercare services in the community when released.
