 MEDICAID SPECIAL ADJUSTER PAYMENTS

LEGISLATIVE AUTHORITY: Department of Community Health Appropriation Act

DESCRIPTION: The state makes special Medicaid payments to publicly owned Medicaid providers (hospitals and long term care facilities) that are over and above regular reimbursement but within the overall limits set for the statewide Medicaid program by the federal government. These institutions return most of the original payment to the state through an intergovernmental transfer. This revenue is now considered to be local or restricted revenue and in used to as matching funds to draw down additional Federal Medicaid monies. The Federal government has proposed rules that would limit this practice.
