DESCRIPTION: Funds are granted to the Southwest Community Partnership in Southwest Detroit to: develop a system of care for over 400 children with serious emotional disturbance and their families; demonstrate a unique funding mechanism; strengthen individual families and the local child-parent advocacy organization; implement an automated plan of care and financial management software; and, evaluate the effectiveness of the program.
