Michigan Health Funding Patterns

The outline shows the sources of funding for health programs according to the eight major categories used in appropriations acts and for state accounting purposes. These are:

  1. General Fund/General Purpose. State revenues are deposited in the General Fund of the state of Michigan and are categorized as general purpose or special purpose (also called restricted). Revenues which are not specified to be used for specific purposes according to law are known as general-purpose funds.
  2. General Fund/Special Purpose. State revenues that are restricted by law to be used for certain purposes are designated as special purpose or restricted funds. Examples include Healthy Michigan (certain revenues raised from the taxing of cigarette and tobacco products) and Michigan Health Initiative monies (funds raised from the taxing of computer software retail sales).
  3. Federal. Funds received from the Federal Government.
  4. Local. Funds received from local governmental units including school districts.
  5. Private. Monies received by the state from private sources including foundations.
  6. Interdepartmental Grant. Funds originally appropriated to one department are sometimes used to obtain services from another. An example is the Department of Corrections that gains forensic mental health services from the Department of Community Health.
  7. Purchase of Service. Other units of government or organizations purchase some state services.
  8. Special Revenue. Certain revenues such as those for the School Aid Fund are not placed in the General Fund of the State, but are maintained in separate accounts to be used only for specified purposes.

The following tables and charts show how these funding sources are used for health programs in general and how they are used to support for the four approaches the state used to address health matters.
