Notes:

The second section relative to appropriations is "No appropriation shall be a mandate to spend." An appropriation is a ceiling not a floor on spending. It is expected that within the appropriation only the amounts necessary to operate the program will be spent. This language encourages efficiencies and economies in the operation of state government and that says directly to the agencies that receive appropriations that they are not expected to spend more than they need.
