The third area of the Headlee amendment is state and local spending requirement. It is a proportional limitation in section 30 of Article IX. Using 1979 as the base year, the state is required to spend not less than 48.97 percent of all state-raised revenues in support of local governments, taken as a group. With Proposal A's passage in 1994 the state is well above the minimum at almost 59 percent. This constraint, while significant in the 1980's, is not particularly significant right now.
