
CRC's Director of Local Affairs, Eric Lupher, receives GRA's Most Distinguished Research Award from GRA Vice President Kent Gardner
On July 28, 2009, the Citizens Research Council of Michigan was awarded the Most Distinguished Research award for 2009 at the 96th Annual Conference of the Governmental Research Association in Washington, DC. The winning report, Approaches to Consolidating Local Government Services, explores the means available in Michigan for interlocal provision of services, based on the nature of the services involved.
The Most Distinguished Research award is the highest honor GRA bestows each year. CRC won the award in 2008 for Michigan’s Fiscal Future. This is the first time CRC has won the top award two years in a row.

CRC also received a Certificate of Merit for Most Effective Education for its analysis of Proposal 2 on the 2008 statewide Michigan ballot, the Human Embryonic Stem Cell Research amendment to the Michigan Constitution.
The Governmental Research Association was established in 1914 and is the national organization of individuals professionally engaged in governmental research.
The Approaches to Consolidating Local Government Services was made possible by grants from the C. S. Mott Foundation, Kellogg Foundation, Frey Foundation, Gilmore Foundation, and Community Foundation for Muskegon County. The report may be accessed HERE.
The analysis of Proposal 2008-02 was conducted as part of CRC's normal practice of analyzing all measures that appear on the statewide ballot. That report may be accessed HERE.
The Citizens Research Council of Michigan was established in 1916 to provide nonpartisan analysis of issues of importance regarding state and local government organization and finance in Michigan.
