Jeffrey P. Guilfoyle, 39, will become the sixth president of the Citizens Research Council of Michigan at the 93rd Annual Meeting of CRC on September 11. He is currently Director of the Office of Revenue and Tax Analysis (ORTA), Michigan Department of Treasury, a post he has held since 2007. He succeeds Earl M. Ryan, 66, who has held the position since 1994 and who will retire from CRC at the end of October.
Guilfoyle began his career with the Department of Treasury in 1998 as a tax analyst and was Director of the Economic and Revenue Forecasting Division from 2004 until assuming his current position. As Director of ORTA, his responsibilities include forecasting and tracking state tax receipts, estimating the impact of legislation on state tax revenues, and providing economic research support to the State Treasurer.
He received his B. A. in economics from the University of Michigan and his M. A. and Ph.D. in economics from Michigan State University. He is a member of Phi Beta Kappa.
He lives in Holt with his wife, Wendy, and two sons, Paul and Nicholas.

I take great comfort in knowing that someone of his ability will be heading an organization that has meant so much to me for so long."
The Citizens Research Council of Michigan was founded in 1916 to provide nonpartisan research and analysis of issues pertaining to state and local government organization and finance in Michigan.
